The
facility has three primary power generating units. Unit 1 is a 119 MW
coal-fired boiler with an ESP and NOx
control. Unit 2 is a 155 MW
coal-fired boiler with flue gas scrubbing, ESP, and NOx
control. Unit 3 is
a 155 MW oil-fired boiler with NOx
control. In addition, there are four - 2
MW
diesel fired generators. The facility
has rail service for coal and oil
deliveries. The primary fuels
delivered to the facility are Eastern
Bituminous
coal, PRB coal, #6 Fuel Oil, and diesel. The facility is self
sufficient with facility water supply and provides all waste water treatment
services for the site. The facility
is located in Beesleys Point, NJ,
adjacent to Egg Harbor.
Job
Description:
The
Plant Manager is responsible for managing and directing all activities
at the plant. The Plant Manager assures that an adequate supply of
manpower,
supplies, tools, equipment, and spare parts are available at all times to
provide for the safe and efficient operation of the plant. The Plant
Manager
ensures that the facility is meeting the Owners goals and
objectives. The
Plant
Manager assures that the plant is operated in compliance with
applicable safety, environmental, and power generating requirements.
PRIMARY
FUNCTIONS
Ensure
that all plant personnel and plant objectives are in alignment with
Owner's requirements.
Provide
overall guidance in meeting Owner's goals and objectives at the
facility.
Provide
overall guidance in meeting O&M Agreement objectives.
Oversee
the plant's Safety, Environmental, Operations, Maintenance,
Administrative,
Training, Reliability, and Water Chemistry programs to
assure the safe, efficient, and reliable operation of the plant.
Monitor
the performance of planned and unplanned plant outages. Ensure that
outage reports and outage costs are properly reported on a timely basis.
Oversee
the management of projects, including but not limited to project
scope, selection of contractors, construction, start-up, and operation.
Ensure
that project management reports and costs are properly reported on a
timely basis.
Ensure
required training and qualification programs are properly implemented
to assure that plant procedures are understood and followed by all
plant
personnel.
Conduct
periodic reviews of plant policies and procedures to assure that
they reflect current plant operating requirements.
Direct
the sourcing, screening and hiring of new or replacement personnel as
needed.
Monitor
the morale and motivation of plant personnel.
Interject as
necessary to improve plant morale and motivation.
Manage
the preparation of required Owner and O&M reports, including but not
limited to budgets, environmental compliance reports, key safety
statistics,
reliability certifications, and daily, weekly, monthly, and annual reports.
WORKING
RELATIONSHIPS
The
Plant Manager reports to the Division Director at the office, and
supervises the Plant Department Managers and staff employees as assigned.
The
Plant Department Managers include the Operations Manager, the
Maintenance
Manager, the Manager of Accounting and Administration, the
Environmental
Manager, the Special Projects Supervisor, and the Safety
Coordinator. The
Plant Manager is the single point of contact between the
Plant
and the Owner on all matters pertaining to the operation and
maintenance of the plant.
Position
requires extended working hours. The
Plant Manager may be required
to work during off shifts, weekends, or holidays, as required by
schedules,
work load and plant conditions.
The Plant Manager will occasionally check
on employees and the facility during off shifts, weekends, or
holidays to
ensure operational requirements are being met. The Plant Manager will be
"On
call" unless other arrangements are made with the Division Director.
This
position will participate in the Fitness for Duty Program. This
program includes a post-offer physical examination and drug screening and
post employment random drug screening.
There are extensive smoking
restrictions in and around the facility.
Job
Qualifications
Required:
-Bachelor
of Science degree in engineering
-Plant
Manager or equivalent experience.
-Minimum
8-10 years of coal power plant or similar experience.
-Minimum
3 years managing facility with a Collective Bargaining Agreement.
-Strong
leadership and motivational skills.
Strongly
desired:
-Strong
financial experience including facility cost and variance analysis
and project management cost control.
-Excellent
computer skills, including MS Word, MS Excel, MS Project, and
Outlook.
-Experienced
with Computerized Maintenance Management Systems (CMMS),
particularly with MP2.
-Experience
with safety, environmental, and reliability compliance
requirements.
-Experience
with Collective Bargaining Agreement negotiations.
-Proven
experience as a change agent.
